Simple Things We Can All Agree On!

  • It's time to update the state constitution because tax payers need RELIEF! As a Constitutional Republican, Crispin recognizes the importance of reviewing the Tennessee State Constitution and updating its antiquated property tax calculation stipulations to account for modern 21st century, technology driven property markets that can fluctuate quickly and drastically thus adversely affecting longterm homeownership and affordability. 
  • Currently, the Tennessee State Constitution dictates that a property's assessed value must be calculated off of a property’s current market value as opposed to its’ original purchase price. Since 2020, this has raised property taxes in Nashville by up to 35% in some cases. 
  • The property tax increase further exacerbates the city’s affordability crisis by directly raising the cost of home ownership (often felt in increased monthly mortgage payments) and renting (increased monthly rental payments). 
  • Many native Nashvillians and longtime residents, who are the fabric of what makes Nashville, “Nashville”, are being priced out of the city they love. It is time for the State Legislature to begin the long, arduous process of a constitutional property tax update. 


  • Legislative action allowing Nashville to charge “Impact Fees” directly to developers on their new high density developments will help address the city’s current Transportation and Infrastructure crisis. 
  • It will also address the Affordability Crisis by letting developers pay their fair share of the infrastructure upgrade costs as opposed to relying on tax payer dollars (e.g.  property taxes and sales taxes) to foot their bill. Unfortunately, old state legislation prevents Davidson County and some other Tennessee counties from charging impact fees.  
  • Impact Fees are government fees charged to new or proposed developments. These fees pay for all or a portion of the offsite capital improvements necessary for the city/county to provide public services to that development. 
  • Public service capital improvements that are normally paid for by county Impact Fees include but are not limited to the following: schools, fire departments, police departments, roads, electrical grid upgrades, sewer system upgrades, waterline upgrades, stormwater upgrades, public transportation, etc. 
  • FYI: Of the 3000 miles of water pipeline in Davidson county, 30% of it is 70+ years old.  
  • This same old piece of Tennessee legislation that prevents Davidson County and other counties from issuing impact fees, actually enables Williamson County to charge them on developments which has helped make their schools and public services some of the best in the state. Impact fees in Davidson County will improve affordability, schools, utilities, public transportation, public safety, etc…


  • This is just common sense ... Let's get the bridesmaids and tourists off the interstate. Put them on a train at the airport that goes straight into downtown. This will reduce interstate congestion, especially at the I-40/I-24/I-440 junction. It will also reduce downtown congestion.
  • BNA saw 18.4 Million travelers in 2022. Levying a $5 fee on every passenger would help pay for new rail transit into downtown and put the financial burden on tourists.


  • Direct Trains to Nashville: From Knoxville, Chattanooga, & Memphis
  • This will reduce traffic on the interstate system 


  • Pass clear state statutes that permanently strip the vehicle used in illegal street racing, drag racing, or street takeovers from those found guilty. Currently those found guilty eventually have their vehicles returned to them once fines are paid.
  • The confiscated vehicles would be sold to fund better public transportation, roads, and law enforcement for a safer community.


  • Establish a Wildlife Corridor Action Plan for Tennessee building statewide wildlife crossings along Interstates to reduce Wildlife Vehicle Collisions (WVCs) while improving habitat connectivity for terrestrial and aquatic species.
  • Use collision data, connectivity models, and GPS tracks of migrating animals to map out the best locations to build wildlife overpasses and underpasses
  • Apply for the Federal Highway Administration's Wildlife Crossings Grant Pilot Program


  • Protect our precious water resources and marine life by removing illegal and environmentally devastating homeless camps that are poisoning our lakes and rivers.
  • Update Nashville's sewer infrastructure to ensure sewage is properly treated before released back into the environment
  • Update Nashville's water lines to minimize line breaks and clean water waste.


  • Dismantle the homeless camps which have become open air havens for illegal drug abuse causing enormous environmental and sociological damage. 
  • Get the homeless into transitional housing/employement, into mental health facilities, and/or into drug rehabilitation facilities.


  • Extend Foster Care support for youth who turn 18 in the middle of their senior year in high school.
  • These young adults risk being turned-out of their foster home before the end of the school year because foster families stop receiving financial support from the state.  This in turn puts them at risk of not finishing high school, homelessness, drugs, and crime,
  • We need to make sure 18  year old foster kids are funded all the way through the spring of their senior year.
